DBE Certification:

DBE certification is a Federal designation used in conjunction with US Department of Transportation (US DOT) funded projects and contracts. To qualify as a DBE, the business must be owned and controlled by one or more socially and economically disadvantaged person.

The business' size as measured by average annual gross receipts over the most recent three years must be under the specified dollar amounts. Depending on the industry, these limits can range from $2.5 million averaged per year to $17.4 million averaged per year.

Q. What is DBE, What is SDO/SOMWBA?

Certified firms must compete on bids as fiercely as any firm.

"Minority" shall be defined as a permanent resident of the U.S. operating a business within the Commonwealth who is black, Western Hemisphere Hispanic, Asian, American Indian, or Cape Verdean, and a "Minority Business Enterprise" (MBE) as a minority business certified by SDO ( Supplier Diversity Office of Massachusetts ) / aka State Office of Minority and Women Business Assistance (SOMWBA) or another state Agency. A "Woman Business Enterprise" (WBE) shall be a business certified as such by SDO or another certifying agency.

These rules and policies are subject to change, however there are mandated capital size restrictions such as: Manufacturers, wholesalers and retailers must meet an employee size standard ranging between 500 to 1500 employees, depending on the NAICS classification, and their average three year gross sales must be less than $17.4 million.

As of March 1999, changes to the DBE regulations require all owner applicants to complete a Statement of Disadvantage and a Personal Financial Statement.

All eligible owners must affirm that they are members of a disadvantaged group (for example, an eligible ethnic minority or female). Net worth of the applicant must be less than $750,000, excluding the values of the applicant's ownership interest in the business seeking certification and the owner's primary residence.
